Uganda’s internet control plane experienced a significant, prolonged disruption lasting 14 days. The event, which began on July 15 and concluded on July 29, was characterized by a severe degradation in the BGP signal, a key indicator of routing stability.

The disruption recorded a severity score of 286,026. The primary affected signal was the Border Gateway Protocol (BGP) median, which measures the control plane visibility of network prefixes. The BGP signal remained at a constant, reduced level of 4,633 visible prefixes throughout the two-week period.
Other measurement signals showed varying impacts. The gtr-norm signal, which tracks normalized traffic volume, showed a 50% drop from its peak. The merit-nt signal, a proxy for aggregate connectivity, dropped to zero at its lowest point. The ping-slash24 signal, measuring ICMP reachability across IPv4 address blocks, showed a more modest 4% decline.
The cause has not been publicly attributed.
Connectivity was reported restored by the end of the observation period.
