Côte d’Ivoire experienced a significant, prolonged degradation in internet connectivity beginning on August 4. The disruption, which lasted approximately 12 days, involved measurable impacts on both network control plane visibility and data plane reachability. The event concluded around 00:30 UTC on August 16.

Technical Details

The disruption recorded a cumulative severity score of 197,895,858,859. The primary affected signals were the Border Gateway Protocol (BGP) and active probing of IPv4 address blocks. BGP, which manages the routing of internet traffic between networks, showed a sustained anomaly with a severity score of 273,112 over the 12-day period. Concurrently, active ICMP reachability tests across IPv4 /24 prefixes, measured by the ping-slash24 signal, recorded a severity score of 724,596.

Other measurement proxies corroborated the event. The gtr-norm signal, which tracks normalized traffic volume, showed a 14% drop from its observed peak. The merit-nt signal, a backscatter measurement used as a proxy for aggregate connectivity, recorded a more pronounced 38% drop from its peak.

The cause has not been publicly attributed.

Connectivity was reported restored by the end of the observation period.
