Guam experienced a significant, prolonged degradation in internet connectivity beginning July 5, with the most severe impact observed on active network reachability. The disruption lasted for over seven days, with the last observations indicating a return to normal connectivity around 00:30 UTC on July 13.

Technical Details

The primary affected metric was the ping-slash24 signal, which measures ICMP reachability across IPv4 network prefixes. This signal recorded a severity score of 213,865 during the event. The disruption period lasted approximately 7.4 days, starting on July 5 at 15:20 UTC.

Other network signals showed varying impacts. The gtr-norm signal, which measures traffic volume against an expected baseline, dropped by 63% from its peak. The merit-nt signal, a proxy for aggregate connectivity based on backscatter measurements, showed a complete 100% drop from its peak. The Border Gateway Protocol (BGP) control plane, which manages routing information between networks, remained stable throughout the event with no observed drop in advertised prefixes.

The cause has not been publicly attributed.

Connectivity was reported restored as of the final observation window.
