Guam experienced a significant and prolonged degradation in internet connectivity beginning on July 5, with effects persisting for more than eight days. The disruption, which impacted core network reachability, was first observed around 15:20 UTC and lasted until approximately 00:30 UTC on July 14.

Technical Details

The primary affected metric was the ping-slash24 signal, which measures ICMP reachability across IPv4 network prefixes. This signal recorded a severity score of 242,835, indicating a substantial drop in observable network endpoints. The degradation lasted for a total duration of 8.4 days.

Other network signals showed varied impacts. The gtr-norm signal, which tracks deviation from expected traffic baselines, recorded a drop of 66% from its peak. The merit-nt signal, a proxy for aggregate connectivity, showed an 88% drop from its peak. The Border Gateway Protocol (BGP) control plane, responsible for routing announcements, showed no significant change in the number of visible prefixes throughout the event.

The cause has not been publicly attributed.

Connectivity was reported restored at the end of the observation period.
