Cape Verde experienced a series of internet connectivity disruptions on September 3 and 4, 2026. The disruptions occurred intermittently over a seven-hour period, primarily affecting the reachability of network prefixes. The most significant impact was recorded between 17:10 and 19:00 UTC.

Technical Details

The primary disruption affected the ping-slash24 signal, which measures ICMP reachability across IPv4 /24 prefixes. The event recorded an aggregate severity score of 5,887 across four distinct periods of degradation. The first and most severe period, from 17:10 to 19:00 UTC, had a severity score of 2,214. Subsequent disruptions occurred between 19:10-20:20 UTC, 22:40-23:20 UTC, and 23:30 UTC on September 3 through 00:30 UTC on September 4.

Other network signals showed varied impacts. The gtr-norm signal, which measures traffic volume against a normalized baseline, recorded a 64% drop from its peak. The merit-nt signal, a proxy for aggregate connectivity based on backscatter measurements, showed a 92% drop from its peak. The Border Gateway Protocol (BGP) control plane, which manages routing information between networks, remained stable throughout the event.

The cause has not been publicly attributed.

Connectivity was reported restored by 00:30 UTC on September 4.
