Cote D’Ivoire experienced a significant, prolonged degradation in internet connectivity beginning on August 4. The disruption, which lasted for ten days, was characterized by substantial impacts on both network reachability and routing stability before concluding on August 14.

Technical Details

The overall severity score for the event was 137,300,805,157. The degradation was observed across two key technical signals. The ping-slash24 signal, which measures ICMP reachability across IPv4 network blocks, recorded a severity score of 603,551. Concurrently, the bgp signal, which reflects the stability of routing announcements in the global control plane, recorded a severity score of 227,488. Both signals showed degraded performance for the full ten-day period from 01:10 UTC on August 4 to 00:30 UTC on August 14.

Other measurement signals also indicated a loss of connectivity. The gtr-norm signal, a normalized traffic volume indicator, showed a drop of 38% from its peak. The merit-nt signal, an aggregate connectivity proxy based on backscatter analysis, showed a 26% drop from its peak.

The cause has not been publicly attributed.

Connectivity was reported restored by the end of the observation period.
