Guam experienced a significant and prolonged degradation in internet connectivity beginning on July 5, with the disruption persisting for more than 12 days. The event, which concluded on July 18, was characterized by a severe drop in network reachability across the island’s IPv4 address space.
Technical Details
The connectivity degradation recorded a severity score of 358,717. The primary affected signal measured ICMP reachability across IPv4 /24 network prefixes, which showed a sustained reduction in reachable networks. The disruption lasted from approximately 15:20 UTC on July 5 until 00:30 UTC on July 18.
Other network health indicators showed mixed results. Border Gateway Protocol (BGP) control plane visibility for advertised prefixes remained stable throughout the event. However, backscatter measurements, which serve as a proxy for overall internet activity, showed a complete drop to zero during the observation period.
The cause has not been publicly attributed.
Connectivity was reported restored by the end of the observation window.
