Cape Verde experienced a series of connectivity degradations beginning late Monday, September 1, 2026. The disruptions, which lasted approximately six hours, were characterized by intermittent reductions in network reachability. The primary impact was observed on active probing measurements across the country’s IPv4 address space.

Technical Details

The degradation occurred in three distinct periods between 18:20 UTC on September 1 and 00:30 UTC on September 2. The overall event severity score was 7,076. The most significant technical signal affected was ping-slash24, which measures ICMP reachability across IPv4 /24 network prefixes. This signal recorded three separate drops, with severity scores of 2,786, 1,500, and 2,790 respectively.

Other network telemetry showed varied impacts. The gtr-norm signal, which tracks traffic volume relative to a baseline, recorded a 13% drop from its peak. The merit-nt signal, a proxy for aggregate connectivity based on backscatter measurements, showed a more pronounced 92% drop from its peak. The Border Gateway Protocol (BGP) control plane, responsible for routing announcements, remained stable throughout the event with no observed prefix withdrawal activity.

The cause has not been publicly attributed.

Connectivity was reported restored by 00:30 UTC on September 2.
