Guam experienced a significant and prolonged degradation in internet connectivity beginning on July 5. The disruption, which lasted for over 13 days, was characterized by a severe drop in network reachability across the island’s IPv4 address space. The event concluded with restoration observed at 00:30 UTC on July 19.
Technical Details
The primary affected metric was the ping-slash24 signal, which measures ICMP reachability across IPv4 /24 network prefixes. This signal recorded a severity score of 387,687, indicating a substantial reduction in active, responsive networks. The degradation period lasted from 15:20 UTC on July 5 to 00:30 UTC on July 19.
Supporting data showed a 62% drop from peak levels in the gtr signal, which tracks deviations from expected internet traffic baselines. The merit-nt signal, a proxy for aggregate connectivity derived from backscatter measurements, showed an 89% drop from its peak. The Border Gateway Protocol (BGP) control plane, which manages routing announcements, remained stable throughout the event, showing no significant change in visible prefixes.
The cause has not been publicly attributed.
Connectivity was reported restored at the end of the observation period.
