Cote D’Ivoire experienced a significant internet connectivity disruption lasting more than four days, beginning on July 14 and continuing through the early hours of July 19. The event was characterized by a major degradation in network reachability, with a peak severity score of 117,040 recorded during the initial phase. A second, smaller disruption with a score of 2,439 was observed later on July 18.

Technical Details

The primary affected metric was the ping-slash24 signal, which measures ICMP reachability across the country’s IPv4 address space. The signal recorded an aggregate severity score of 119,479 across the entire event period. The disruption began at 23:20 UTC on July 14 and concluded at 00:30 UTC on July 19, for a total duration of approximately 4.1 days.

Other network signals showed varied impacts. The gtr-norm signal, which measures traffic volume against a baseline, dropped by 14% from its peak. The merit-nt signal, a proxy for aggregate connectivity, recorded a more substantial 51% drop from its observed peak. The Border Gateway Protocol (BGP) control plane signal, which reflects routing advertisement visibility, showed no measurable change throughout the event.

The cause has not been publicly attributed.

Connectivity was reported restored by the end of the observation window.
