Cote d’Ivoire experienced a significant internet connectivity degradation lasting more than two days. The disruption began on July 14 at 23:20 UTC and persisted until July 17 at 00:30 UTC. The event registered a severity score of 61,443, primarily driven by a drop in active network reachability.
Technical Details
The degradation was most pronounced in the ping-slash24 signal, which measures ICMP reachability across the country’s core IPv4 address blocks. This metric recorded a severity score of 61,443, with a peak drop of 9% in observed reachable networks. The Merit Network Telescope (merit-nt) signal, a proxy for aggregate connectivity based on backscatter traffic, showed a more substantial 59% drop from its peak. In contrast, the Border Gateway Protocol (BGP) control plane signal, which tracks routing advertisement visibility, remained stable throughout the event, showing no significant deviation. The cause has not been publicly attributed.
Connectivity was reported restored by the end of the observation period.
