Cape Verde experienced a significant degradation in internet connectivity beginning on August 28, lasting for more than eight hours. The disruption, which started at 16:10 UTC and concluded at 00:30 UTC on August 29, primarily affected network reachability across the country’s IPv4 address space.

Technical Details

The event recorded a severity score of 10,173, with the primary impact observed on the ping-slash24 signal. This signal measures ICMP reachability across IPv4 /24 prefixes, indicating a reduction in active, responsive networks. The degradation occurred in four distinct periods, with the most severe drop in reachability happening between 16:10 and 19:00 UTC.

Other measurement signals showed varying impacts. The gtr signal, a forecast deviation from an expected traffic baseline, recorded a 32% drop from its peak. The ucsd-nt signal, an aggregate connectivity proxy based on backscatter measurements, showed a 75% decline. The Border Gateway Protocol (BGP) control plane signal, which measures routing visibility for prefixes, remained stable throughout the event.

Reported Cause

The cause of the connectivity degradation has not been publicly attributed.

Connectivity was reported restored by 00:30 UTC on August 29.
