Guam experienced a significant, multi-day degradation in internet connectivity beginning on July 5. The disruption, which lasted over four days, primarily impacted active network reachability measurements. Connectivity was observed to be restored by the early hours of July 10 UTC.

Technical Details

The disruption began at approximately 15:20 UTC on July 5 and persisted until 00:30 UTC on July 10, a duration of roughly 4.4 days. The event registered a severity score of 126,953 based on the primary affected signal.

The ping-slash24 signal, which measures ICMP reachability across IPv4 network prefixes, recorded an 18% drop from its peak observed performance. The merit-nt signal, a proxy for aggregate connectivity based on backscatter measurements, showed a complete 100% drop from its peak during the event. The gtr-norm signal, which tracks deviations from an expected traffic baseline, recorded a 53% decline from its peak. The Border Gateway Protocol (BGP) control plane, responsible for routing visibility, remained stable throughout the period.

The cause has not been publicly attributed.

The disruption remained ongoing for over four days before connectivity was reported restored.
